yes it is a very high permission rate. but is not for the tools, it is to improve the overall forum result, to get higher permission level you have to share/post/comment your tools/manual/experience. at the end everybody win.
If the tools are useful or not, let everyone decide that
Even if somebody don’t have the level yet but have shared something, I will send the link by PM
