Is it possible with CPS Depot, or any other program to change MTPXXXX Radio TEI and Serail Number?

Yes, it is allowed with the depot. Change the numbers, and force the recording!

How to force it?

In the left tab FILE, then click RECORD RADIO! This with the codeplug open, and with the serial number and tei changed manually.
