[/b]QCI-based preallocation performs uplink preallocation for services with specified CQIs based on the configured uplink preallocation interval and preallocation data volume.
After QCI-specific scheduling based on the uplink or downlink target IBLER is enabled, outer loop link adaptation (OLLA) is performed for services with the specified QCIs so that the uplink or downlink IBLER closes in on the configured target value.
Cell-level preallocation and smart preallocation do not take effect for services with QCI-based preallocation enabled. When a UE sets up multiple QCI-specific bearers with different parameter configurations, the parameter configurations for the highest-priority QCI take effect.
